Boulder Highway Gaming, LLC, and Water Street Gaming, LLC, announced today the pending sale of Emerald Island Casino and Rainbow Club Casino to an affiliate of ECL Hospitality Management, LLC (ECL), subject to all required regulatory approvals.
“This sale was a hard decision to make as we have invested so much time and energy into both properties over the years – most importantly our customers and employees have become our family. The opportunity to be involved with the new ownership group going forward is important to me,” said Tim Brooks, co-owner and former Henderson Chamber of Commerce board chairman. “We have served as the original Water Street Ambassadors and to see the area grow and become the incredible Water Street District is amazing. I want to state there are no planned changes in management or staff as we have an amazing team that is responsible for our extraordinary customer service and the success we have achieved over the years. I am energized to see what is next for both casinos and Downtown Henderson. I’m looking forward to working with ECL and helping the Emerald Island expansion come to fruition.”
The Emerald Island Casino recently celebrated its 20-year anniversary, and the Rainbow Club Casino was purchased by Water Street Gaming, LLC, in 2020. ECL Hospitality Management, LLC is owned by Ron Winchell and Marc Falcone.

Financial information was not disclosed, and the transaction is scheduled to go before the Gaming Control Board on December 6, and then the Nevada Gaming Commission on December 21. The sale is expected to be completed in January 2024.
