LAS VEGAS (Aug. 27, 2024) – Shaping the skyline in Nevada for more than 40 years as a community-based builder, McCarthy Building Companies, Inc. announces a pair of promotions and a recent hire that further strengthen McCarthy’s leadership team in the Silver State. Bailey Ruff has been promoted to Project Director and Jon Serfilippi has been named Senior Project Manager. The duo brings a wealth of combined knowledge and expertise to their new roles. McCarthy also recently welcomed building industry veteran Jason Fink, PE as Director of Design Integration for its Las Vegas office.
With an impressive track record and unwavering dedication to excellence, Bailey Ruff has recently been promoted from Senior Project Manager to Project Director. Ruff enthusiastically assumes this new role and is committed to driving McCarthy’s vision forward in Nevada.
In her new capacity as Project Director, she will primarily focus on leading projects in the public sector, expertly leveraging her extensive experience and expertise to deliver exceptional results. Throughout her nearly 10-year tenure with McCarthy, Ruff has contributed to over $2 billion in construction projects throughout Southern Nevada, leaving an indelible mark on the region’s landscape.
Notable among Ruff’s achievements is her instrumental role in the construction of Allegiant Stadium, the state-of-the-art home of the Las Vegas Raiders. Serving as a key member of the project team, Bailey oversaw the structural steel and field tray components, contributing to the successful completion of this landmark facility. Her exceptional leadership and technical acumen were further demonstrated in her recent projects, including expanding the Tropicana Parking Garage at the University of Nevada, Las Vegas, and constructing the new Forensic Laboratory in Henderson.

A McCarthy veteran of 11 years, Jon Serfilippi has served in a variety of roles both in operations and business development. Beginning his career as a Project Engineer, Serfilippi has advanced with the company, leading projects as a Senior Project Manager.
During his time in operations at McCarthy, he delivered nearly a billion dollars of work and built relationships with designers, subcontractors, and owners in the hospitality and entertainment sectors. He has demonstrated an impressive track record of success on projects such as TopGolf Las Vegas, Palms Casino Resort Renovations, and Circa Resort & Casino, the first ground up resort built in downtown Las Vegas in 40 years. He is currently overseeing the renovation of the historic El Cortez Hotel & Casino in downtown Las Vegas.

McCarthy has also expanded their preconstruction team, to include Jason Fink. As Director of Design Integration, Fink brings his unique perspective and two decades of experience in structural engineering to support McCarthy’s diverse portfolio of public and private projects. He will work in tandem with the company’s growing design phase services team.
